MGNF is a Certificate Program in Public Policy and Management offered by IIMs. It has been designed at the initiative of the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India (GoI) and implemented in collaboration with State Skill Development Missions (SSDMs). 

This opportunity is not available every year so interested candidates can apply online as 660+ seats are available, which could be filled in no time. Last date to fill the application is 27th March 2021

Mahatma Gandhi National Fellowship Programme Details at IIM Bangalore 


Number of Seats  Available : 660+

Programme Type: Full time

Duration: 2 years ( for academic year 2021 - 23)

Stipend:  Rs.50,000/- pm for First year, Rs.60,000/- pm for Second year.

Location: MGNF 2021-23 will be rolled out nationally in more than 660 district across India.

What is the Eligibility Criteria/ Requirements for MNGF Programme?

1.  Indian Citizen : Candidate should be compulsorily a citizen of India

2. Educational Qualification: Bachelor's Degree (Graduate in any discipline      i.e, Engineering, Law, Medicine, Social Sciences, etc. from a recognized university or a post-graduate from a recognized university)

3.  Work Experience: Freshers can Apply

  Preferred Work Experience: 3 years of work experience after secondary schooling in the social/non-profit sector with an interest in working in rural areas is preferred. 

4. Proficient in Regional Language: Ability to express proficiency in the official language used in the state government


What are MGNF Programme Benefits?

I. Unique Opportunity: 

As this fellowship programme is not available every year like other competitive exam hence the fellowship is a unique opportunity to promote skill development in district economies. 

II. Classroom Knowledge and Field Experience:

The two-year blended program combines classroom sessions at host IIMs with mentorship of Fellows while in district.

III. Growth Opportunities:

It provides an opportunity to engage with schemes and institutions at the district level to strengthen institutions and improve skill development, link markets and create growth.

IV. Fully Funded/ Free Fellowship Programme:

Candidates selected from the 2021-23 admissions cycle will be fully funded by MSDE.

V. Stipend Per Month:

  • On joining the program, the candidate will receive a stipend of Rs.50,000/- per month during Year 1 of the program. 
  • On completing the requirements of Year 1, the candidate will receive a stipend of Rs.60,000/- per month during Year 2 of the program.



MGNF Programme Certificate of Completion Details:

MGNF is a Certificate Program in Public Policy and Management offered by host IIMs. It has been designed at the initiative of the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India (GoI).


MGNF Programme Structure:

The two-year Fellowship seeks to combine classroom sessions (Academic Module) host IIMs with an intensive field immersion at the district level (District Immersion), to create credible plans and identify barriers in raising employment, economic output, and promote livelihoods in rural areas.

MGNF Programme Selection Procedure general Rules:

  • MGNF exam is a closed book written exam that will be conducted in capital cities of all major states and UTs. 
  • The name and location of the test centre will be indicated in the Admit Card for candidates who have applied for the program. 
  • The medium of instruction will be English. 


I. MGNF Programme Written Exam Subjects:

Written Exam will consist of 100 multiple choice-type questions consisting of four sections

Will there be negative marking in MGNF Programme Written Test?


Yes, there will be negative marking hence candidates should read the instruction carefully


II. MGNF Personal Interview 

Personal Interview would be conducted on 3 levels,

1 Personal Interview: This is would be normal personal interview as it is conducted for any competitive exam

2 Case Study: Candidate will be given a case study on a rural area - people over there, natural resources, socio economic conditions, growth potentials, historic importance of the place and conditions related to that rural area

Problem Solving on Case Study: After studying all the data provided on the case study, candidate would be given a particular problem and they have to suggest the measures to be taken to solve that problem.

Note: Case study is to check the ability of candidate to act in adverse conditions and work with limited resources

3. Language Proficiency Test:

Language proficiency test to judge the candidate’s fit, motivation and knowledge of local language
